Questions and answers
Questions a learner would ask about this lesson. Think through your own answer before you open each one.
- How much of the CPH exam does Domain 6 carry?
Show answer
The content outline gives Domain 6, Community Engagement and Partnerships, 10 percent of the exam. With 175 scored items, that is about eighteen scored items, split between this lesson (tasks 1 to 4) and lesson 11 (tasks 5 to 7). Items tend to ask for the best first step with partners, the best classification of a relationship, or how to engage a given stakeholder.
- What are the three core functions of public health, and where do they come from?
Show answer
The three core functions are assessment, policy development, and assurance, named in the Institute of Medicine's 1988 report The Future of Public Health. Assessment means knowing the problem, policy development means deciding what to do, and assurance means making sure it happens. The ten Essential Public Health Services elaborate those three functions, and the 2020 revision puts equity at the center of all ten.
- What is the real difference between coordination and collaboration on Himmelman's continuum?
Show answer
Under coordination, each organization keeps its own goal, resources, and risk, and only its activities are aligned so they do not collide. Under collaboration, partners adopt a common purpose, pool resources, share risk and reward, and build each other's capacity, usually with formal joint governance. The lesson's fastest test is risk: if no partner is exposed when the joint effort fails, the relationship is below collaboration no matter what the stem calls it.
- When partners already exist and an item asks for the first step, what is the usual answer?
Show answer
Convene the partners and discuss the initiative. Sending directives, hiring consultants, and issuing press releases are premature because they skip the people whose participation the work depends on. The lesson calls this the instinct to learn for Domain 6.
- How should a health department partner with a tribal nation?
Show answer
Federally recognized tribes are sovereign governments, so the relationship is government-to-government, not one more community organization or a subordinate jurisdiction. Partnership begins with formal consultation through the tribe's own government, following its process, before a program is designed. The lesson also notes that tribal health authorities and tribal epidemiology centers are public health agencies in their own right, and the Indian Health Service is a federal partner.
