A synthesis lesson on the frameworks every CPH item assumes, rather than a single domain. It covers the three core functions, the 10 Essential Public Health Services, the Core Competencies, Public Health 3.0, Foundational Public Health Services, Healthy People 2030, PHAB accreditation, evidence-based public health, and the concepts that cross domains.

Questions and answers

Questions a learner would ask about this lesson. Think through your own answer before you open each one.

  1. What are the three core functions of public health, and where do they come from?
    Show answer

The 1988 Institute of Medicine report, The Future of Public Health, named assessment, policy development, and assurance as the three core functions of governmental public health. Assessment collects, analyzes, and shares information on community health. Policy development promotes the scientific knowledge base in decision making. Assurance makes certain needed services are provided by encouraging other entities, requiring action through regulation, or providing services directly.

  2. How do the 10 Essential Public Health Services map to the core functions?
    Show answer

In the lesson's mapping, Services 1 and 2 (assess and monitor; investigate and address) are assessment. Services 3, 4, and 5 (communicate, mobilize partnerships, create policies) are policy development. Services 6 through 10 (legal action, equitable access, workforce, improvement and innovation, infrastructure) are assurance. The 2020 revision, led by de Beaumont, PHNCI, and CDC, placed equity at the center of the wheel.

  3. Are the Core Competencies the same as the CPH content outline?
    Show answer

No. The Council on Linkages Core Competencies (2021) are a workforce development tool with eight domains and three tiers, used for job descriptions and training. The CPH content outline is NBPHE's exam blueprint, with ten domains and 101 tasks, and it governs the items. The two share vocabulary but have different authority.

  4. What is Public Health 3.0?
    Show answer

Public Health 3.0 is the 2016 HHS call to action for cross-sector, upstream, equity-focused public health. Its five recommendations are that leaders embrace the chief health strategist role, structured cross-sector partnerships, enhanced PHAB accreditation, timely and granular subcounty data, and enhanced and substantially modified funding. The chief health strategist is a role for the local or state health official, not a new job title or a federal office.

  5. What is the identifying-verb rule?
    Show answer

Read the verb in the stem before the options, because the verb names the domain. For example, interpret and calculate point to Domain 1, communicate points to Domain 2, budget and staff point to Domain 8, and advocate points to Domain 9. When two verbs compete, the verb closest to the question mark wins.
