The second of two lessons on Domain 8, Program and Resource Management, covering task statements 6 to 9: the people side and the planning side of the domain. It teaches constructive feedback and the performance appraisal cycle, the Community Health Assessment (CHA) and Community Health Improvement Plan (CHIP) as PHAB and MAPP define them, team communication, and recruitment and retention, worked through a Harbor County case.
Questions and answers
Questions a learner would ask about this lesson. Think through your own answer before you open each one.
- What makes feedback constructive rather than criticism?
Show answer
The lesson lists six principles: feedback is specific, timely, behavior-focused, private when it is corrective, two-way, and followed by an agreed plan. Criticism names a trait such as careless or slow, generalizes with words like always and never, or borrows the opinion of others with phrases like everyone thinks. Feedback points forward to what happens next; criticism points back to what went wrong and stops there.
- How do the CHA, the CHIP, and the strategic plan differ?
Show answer
The CHA is the assessment of the community's health, owned by the community and placed in PHAB Domain 1. The CHIP is the community-wide plan for the priorities the CHA identified, placed in PHAB Domain 5. The strategic plan is the health department's own direction, informed by the CHIP and owned by the agency. The sequence is CHA, then CHIP, then strategic plan.
- Is a hospital community health needs assessment the same thing as a CHA?
Show answer
No. A hospital CHNA is required of tax-exempt hospitals under Internal Revenue Code section 501(r), at least every three years, followed by an implementation strategy. A CHA is a voluntary PHAB accreditation standard led by the health department, kept current within five years and followed by the CHIP. The two can be done jointly and aligned, but they are not the same document.
- When does team communication belong to Domain 8 instead of Domain 2?
Show answer
Domain 8 task 8 covers coordinating communication across the project team and partners, using plans, meetings, status reports and RACI charts. Domain 2 covers communication with the public, media and communities. The lesson's rule is that the audience in the stem decides the domain.
- What keeps staff from leaving, according to the lesson?
Show answer
Retention runs on growth, recognition, a manageable workload, and supportive supervision as much as on pay. The lesson notes that government agencies often cannot move pay quickly, and that PH WINS reports high burnout and high intent to leave. A retention answer that offers mentoring or a growth pathway beats one that only mentions salary.
