Lesson 173 · The Grant Architect

173. UK and Commonwealth Funding

30 min

By the end you'll be able to

  • Identify the eligibility rules for Wellcome Trust, UKRI, FCDO, and Commonwealth Scholarship programs.
  • Translate a US biosketch into a Wellcome-style narrative CV.
  • Recognize the role of Full Economic Costing in UK university budgets.
  • Distinguish FCDO contractor procurement from foundation-style proposals.

UK funders have global reach and global expectations. Wellcome Trust funds biomedical, mental health, and climate-and-health research across borders, often with open-science commitments that go further than US norms. UK Research and Innovation (UKRI) coordinates the seven UK research councils and Innovate UK, with eligibility rules that increasingly require a UK lead institution. The Foreign, Commonwealth and Development Office (FCDO, formerly DFID) channels development funding through implementing partners under terms-of-reference processes. Commonwealth Scholarship and Fellowship programs operate on their own application cycles and nationality rules.

In this lesson you will learn how to read UK calls for the eligibility language that actually decides whether you can apply. You will see how Wellcome's open access and data-sharing policies shape proposals from the first draft, and why Wellcome's narrative CVs require a different style from a US biosketch. You will study UKRI's Je-S and TFS systems, the Full Economic Costing model that drives UK university budgets, and the partnership structures that allow international collaborators to participate. You will also walk through FCDO contractor procurement, where the bid looks more like a federal contract response than a foundation proposal.

By the end you should be able to identify whether an opportunity is open to your organization, what role a UK partner would need to play, and how the budget and narrative conventions differ from the US patterns you already know.

Common mistakes

These are the traps learners hit most often on this topic. Knowing them in advance is half the fix.

  • Assuming Brexit changed nothing for research collaboration.

Post-Brexit, the UK's relationship with Horizon Europe, Erasmus, and various bilateral instruments has shifted multiple times. Verify current status before assuming.

  • Treating Wellcome and UKRI as interchangeable.

Wellcome is a private foundation with specific scientific and open-science priorities. UKRI is a public research funder. They share some norms but differ in rules, scoring, and decision-making.

Practice problems

Try each on paper first. Click Show solution only after you've made a real attempt.

  1. Problem 1
A US researcher wants to apply for UKRI funding on a UK-led project. Draft a three-sentence eligibility note for the project lead.
    Show solution

UKRI funding generally requires a UK lead institution, so the US researcher cannot prime the award. The realistic role is as a project partner or named collaborator, with funding flowing through the UK institution under its Full Economic Costing model. Before submission we need a written letter of collaboration from the US institution, confirmation of the UK lead's budget for partner costs, and clarity on whether any US time can be charged or must be in-kind.

Practice quiz

  1. Question 1
A Wellcome Trust narrative CV differs from a US NIH biosketch primarily because of which characteristic?
  2. Question 2
Which best describes FCDO contractor procurement?

Lesson 173 recap

UK and Commonwealth funders have distinct eligibility, costing, and proposal-style rules. Wellcome's narrative CV, UKRI's Full Economic Costing, and FCDO's contractor procurement each require deliberate adaptation.
